Although Plaintiff's motion appears to be somewhat incomplete, the Court still finds Plaintiff has adequately demonstrated that he meets the poverty requirement under 28 U.S.C. § 1915(a). Specifically, the Court finds that Plaintiff would likely be unable to pay the filing fee and still provide necessities for himself. See Martinez v. Kristi Kleaners, Inc., 364 F.3d 1305, 1307 (11th Cir. 2004) ("[A]n affidavit will be held sufficient if it represents that the litigant, because of his poverty, is unable to pay for the court fees and costs, and to support and provide necessities for himself and his dependents."). Plaintiff represents that he makes $1,057 per month from social-security benefits and $305 per month from VA-disability benefits (for a total of $1,362 per month). (DE 3 ) at 1. Plaintiff also represents that he does not have any valuable assets and has only $5.00 in a checking or savings account. Id. at 2. By contrast, Plaintiff's monthly expenses total at least over $700 based on what Plaintiff has provided. See id. In a supplemental narrative attached to the motion, Plaintiff identifies additional monthly expenses like food and transportation that "consume any remaining funds." Id. at 3. Therefore, even if Plaintiff is not "absolutely destitute," Martinez, 364 F.3d at 1307, paying the filing fee would require Plaintiff to expend a significant portion of his monthly income on initiating this action.
